In essence, the arguments boil down to the plumber's personal preference as to where a faucet should be and how long the water should remain on before shutting off. Note that the code says nothing about the water temperature, whether a tub rim or handheld shower, or whether the user in the bathroom is alone or in the company of others. In most parts of the country, an inside shower would count as a bathtub rim faucet. A person standing outside the tub with the faucet on is, or should be, soaping up. He or she is the one who will be bathing, not the self-serve faucet who is jousting for a hold time. To my mind, the correct application of plumbing code does not mean as much as in some places it does with respect to race relations, which usually don't require any change in the letter of the law. If the code applies to "all plumbing fixtures," then the code means what it says. Unlike plumbers, the inspector has to write the code, which is rarely pretty. Changing it's intent and spirit is a squelch of fundamental rights. Once I get the code effectively waived, sometimes it takes a few years before the inspector refrains from questioning the validity of my work. Sometimes I fail.
